Board meeting minutes of January 20, 2026
Chairman Hackbarth called the meeting to order at 6pm at the Stanton Town Shop, Knapp, WI.
Present: Chairman Hackbarth, Supervisors Nick Schaff and Melissa Schutz, Clerk-Treasurer Valerie Windsor, Maintenance Kevin Finder
Pledge of Allegiance
Darel Hall is here with Dedicated Animal Control Services telling us about his service. He is a licensed animal control officer with a kennel. They hold the animal for 5 days, if no claims it, he will take it to one of many various rescue shelters. Darel will provide the township with a monthly report of what action he has taken. We would be charged an on call basis plus mileage.
Motion to approve December 16, 2025 minutes as mailed was made by M. Schutz, 2nd by N. Schaff. Approved.

Motion to approve Vouchers and Checks was made by N. Schaff, 2nd by M. Schutz. Approved.
Maintenance Report: Kevin received another bill from McCoy, they credited what we paid them but sent another bill with the remaining. Karl will call them yet again.
Truck is just about done, it has half fenders instead of mud flaps which doesn’t work with chains so they will put the mud flaps back on. Kevin is wondering how we want to proceed with selling the old truck. We would like to put it in WI Surplus Auctions and set up viewing times for people to come look at it if they desire. The board would like to have at least a “rotation” with the new truck before listing the old one.
There is a salt shortage, what we have in the salt shed currently is all we can get. Hopefully this is a short term thing.
Chairman Report: Joe Atwood, our current building inspector is more than happy to stay our inspector for at least another couple years. Karl will email Melstrom and let him know we will definitely keep him in mind when we are in need of a new inspector.
Dunn County Humane Society emailed Karl their scope of services and what is all included in our contract service and fees.
LRIP-Karl met with Dustin Binder and is still waiting to hear from the person who deals with this at the Town’s Association. From the 2022-23 cycle we still have $14,600 to spend on an overlay for Charlie Humpal’s road. The sunset date for this money is July, 2027. We will be looking at finishing this summer.
Dunn County Emergency Management had a survey to be filled out. Karl and Kevin filled it out. They’ve asked us to review our current plan.
Dunn County town’s association meeting will be Monday, the 26th.
Supervisors Report: Melissa found there is quite a bit of resourceful information on the WI Town’s Association website. There are 2 classes of liquor licenses available. Class B liquor licensing is for wedding barns.
Clerk-Treasurer Report: February election will be happening, but only as a primary for the Glenwood City School District. Karl has an appointment on our normal February meeting date. We will have our meeting on Wednesday, Feb. 18th.
Building Permits: Ryan Mallory, waiting for final; Kelly Scribner, final passed; Ashlin Malean, waiting for final; Thomas Pollen, no progress.
Committee Reports: Fire met the day after our last meeting. They’ve adopted the code of conduct taken from the National Volunteer Fire Council. Chairman for the fire district asked the attorney about whether or not its ok to have a person on the fire dept also serve on the board district. Attorney assured them it is ok to do this as long as said person does not vote on anything intended for personal gain. Fire budget will be more specific in allocating the monies for certain items and not just create a “slush fund”. Chair and Vice Chair were nominated and voted in. Lee Kegen will continue to be chair and Brad Stevens will continue to be vice chair.
Ambulance: Meeting was last Wednesday. Some discussion on what went on at that meeting. Chair and Vice Chair were nominated and voted in. Lynn Smith will continue to be the Chair and Michelle Drury will be the vice chair.
New Business: Dedicated Animal Control Services (DACS) (see above) We are currently with Dunn County Humane Society and pay a quarterly fee. With DACS it seems it would be cheaper, as we could turn around and bill the resident for the services for their dog. We will pay the first quarter to the Dunn County Humane Society and go with DACS for the remainder of the year. We will put this in the newsletter for residents. Motion was made to terminate our contract with Dunn County Humane Society as of April 1st and proceed with Dedicated Animal Control Services by M. Schutz, 2nd by N. Schaff. Approved.
Discussion on drafting a newsletter. We will have the newsletter ready to go out at the end of February.
