November 2025 Board meeting minutes and Budget Hearing minutes

Board meeting minutes of November 11, 2025

Chairman Hackbarth called the meeting to order at 6pm at the Stanton Town Shop, Knapp, WI.

Present:  Chairman Hackbarth, Supervisor Nick Schaff, Clerk-Treasurer Val Windsor, Maintenance Kevin Finder and townspeople Melissa Schutz, Tim Mittlestadt, Micheala Krear, Randy Mittlestadt, Tim Stauffer, Charlie Humpal

Motion to approve October 21, 2025 minutes as mailed was made by N. Schaff, 2nd by K. Hackbarth.  Approved.

Treasurer’s Report:             Balance on hand October 1, 2025              $157,402.28

October Receipts                                             $27,598.02

Less October Disbursements                       $143,870.12

Book balance as of Oct. 31, 2025                 $41,130.18

Motion to approve Treasurer’s Report was made by N. Schaff, 2nd by K. Hackbarth.  Approved.

Motion to approve Vouchers and Checks was made by K. Hackbarth, 2nd by N. Schaff.  Approved.

Maintenance Report: None

Chairman Report: Karl spoke with legal counsel at the Towns Association, we have done everything according to the law with filling the chairman position.  The board has the final say on who fills the supervisor position.  Val is appointed, not elected, however in the instance of voting for an appointed supervisor to fill in, Val is a voting member.

Karl went to McCoy to discuss with them the bill on the grader from a couple months back.

Grader bill went from $1,829.69 to $491.75.

Karl attended the Annual banquet/meeting for Town’s Association.  Some discussion on what was brought up at that meeting. Met the new LRIP coordinator, as that is all with the towns association, not the county anymore. Dunn County did a short presentation on township developments (we currently do not have any).  Dustin Binder gave a 2026 list of maintenance for county roads.  The only one that will impact us is the work they’re doing on County Rd. Q, it will be a total road closure, when it happens.

Supervisor Report: None

Clerk-Treasurer Report: Assessor sent out a questionnaire for Open Book and Board of Review for 2026 as he’d like to get things scheduled. Board listed their time/date preferences.

Building Permits:  Nothing new

Committee Reports: Next fire and ambulance district meeting is December 17, 2025 at 6pm

New Business:

Swear in Karl Hackbarth as Chairman, Karl signed necessary paperwork.

Possibly nominate and appoint Supervisor.

Karl has nominated Melissa Schutz, 2nd by N. Schaff.

Tim Mittlestadt nominated himself, 2nd by Randy Mittlestadt.

Randy Mittlestadt nominated himself, 2nd by Tim Mittlestadt.

Tim Stauffer nominated himself, 2nd by Michaela Krear.

Randy gave the board a bit of history about himself.

Board voted on paper out of the nominations selected.  There were 3 votes, all 3 votes were for Melissa Schutz.  Tim is concerned that it seems the decision had already been made.  Tim is also wanting us to check on whether or not we could hold a special election (in the future) on a specific day and have the nominees on this “special vote”.  Karl will find out from legal counsel what is allowed and what isn’t.

Melissa Schutz accepted this supervisor position for the remainder of the term (April 2027).

Public Comment:  Charlie Humpal is wondering when his road is going to be fixed.  It is on the agenda for upcoming road work.  He is very tired of the dust. Discussion on the costs of roads and paving.

Tim Stauffer is asking to get on a future agenda to talk about Napa Valley as legislature is only allowing 6 events per year without having a liquor license.  Tim has talked with a state legislator and was told he should be “grandfathered in” because he’s been in operation for years before this new law took effect, but that is up to the township. Karl advised Tim to reach out to Tammy Traxler and talk with her.

We will put this on the December agenda.

TOWN OF STANTON

DUNN COUNTY, WI

Budget Hearing was called to order at 7pm by Chairman Hackbarth.

 

Present:  Chairman Hackbarth, Supervisors Nick Schaff and Melissa Schutz, Clerk-Treasurer Valerie Windsor, Maintenance Kevin Finder and townsperson Charlie Humpal.

Few questions on 2026 projected budget. Some discussion on the new town truck getting the accessories put on. We are planning to put the old truck on the auction and hopefully get a good price.

Went over line items on proposed 2026 budget.

Motion to approve 2026 budget was made by K. Hackbarth, 2nd by N. Schaff.  Approved.

Motion to adjourn meeting was made by N. Schaff, 2nd by K. Hackbarth.  Approved.

Budget Hearing adjourned at 7:10pm
