Board Meeting minutes of April 18, 2023

Chairman Nielsen called the meeting to order at 7:04pm at the Stanton Town Shop, Knapp, WI.

Present:  Chairman Nielsen, Supervisors Karl Hackbarth and Stephanie May, Clerk-Treasurer Val Windsor, Maintenance Kevin Finder and townspeople Tim and Mrs. Stauffer, Eric Schultz, Charlie Humpal

Pledge of Allegiance

Motion to approve March 20, 2023 minutes as written was made by K. Hackbarth, 2nd by S. May.  Approved.

Treasurer’s Report:         Balance on hand March 1, 2023                              $19,011.59

March Receipts                                                           $16,760.18

Less March Disbursements                                       $24,276.57

Book Balance as of March 31, 2023                        $11,495.20

Motion to approve Treasurer’s Report as sent was made by S. May, 2nd by S. Nielsen.  Approved.

Motion to approve Vouchers and Checks was made by S. Nielsen, 2nd by S. May.  Approved.

Maintenance Report: Received a call about the cemetery on 210th Street, wondering if her relative was moved from there in the 1800’s, we do not know.  Kevin told her how to get there.  Kevin also got a call from someone wondering why the Teegarden cemetery isn’t plowed.  Kevin told the resident that is not ours.

Truck is going in for repair tomorrow as the part has finally come in.

Sign posts were ordered from UBC(?) as the county has a shortage.

Chairman Report:  Road bans are still on for townships, even though the county is off.  We need a couple good rains before ours will be lifted.

Supervisors Report:  Stephanie will be going to the Dunn County Unit meeting this next Monday.

The appliance store in Menomonie where Sears used to be will take appliances (with or without Freon) free of charge.

Clerk-Treasurer Report: There is a virtual Board of Review training on May 1st that Val and the board members need to attend.  Val will have the computer at the town shop so we can all attend.  Reminder that Board of Review is on Thursday, May 11th 6:30-8:30pm.

Committee Reports: Fire and Ambulance meetings were held this month.  Quite a bit of turnover from town boards so the district board has changed as well.  Fire District Chairman is Matt Shephard and Vice chair is Steve Nielsen.  Ambulance District Chairman is Steve Nielsen and Vice chair is Lynn Smith.

Fire district new chief is Matt Lunderville.  Question was asked about the fire call in Connorsville and the truck water pump.  Steve will ask about it at the next fire meeting.  Fire District hired Laura Ulrich as new Clerk-Treasurer.

Public Comment: Eric Schultz discussed a bit about the ATV/UTV ordinance.  The county has been pretty much the same.  Eric would like to see us adopt an ordinance like the old one we had with allowing 24/365.  Currently we had decided to go with whatever the county did, but they have approximately 5 different plans.  Agenda for the May meeting will have discussion on writing an ordinance.

New Business:

Tim Stauffer is here to discuss a conditional use (special exception) application request with the county.  Tim’s intent is to have a campground for customers who wish to stay one night, maybe two for a wedding.  County is requiring him to have the town’s input. A state waiver has been applied for because Tim meets the conditions for not having to have a dump tank for RV sewage.

Motion was made we approve the conditional use for a campground for Stauffer’s by S. Nielsen, 2nd by K. Hackbarth.  Approved.

Roll off day prices increases:  Kevin got the price breakdown from Barron County, which is where we haul all appliances, tires and electronics.  Val got the prices of what we’ve brought in for the last 5 years.

New prices:  Tires–$5 passenger (w/out rim), $6 (w/ rim), $15 semi, $40 tractor. ALL appliances $25 and we will let residents know it is free if they take it to Menomonie.  Pick up loads will be the based on the load, we reserve the right to decide.  Rolls of carpet $10. Couches, Chairs, Bed Springs, mattresses, futons, etc. $20 each.  All electronics (except TV’s) $25.  All TV’s $30.

Roll off Day is set for May 13th 9am-1pm.

Road Inspection Date is set for Wednesday, May 3rd 9am.

Annual Meeting

Steve called the annual meeting to order at 8:33pm

Present: Chairman Nielsen, Supervisors Karl Hackbarth and Stephanie May, Clerk-Treasurer Val Windsor, Maintenance Kevin Finder and townspeople Eric Schultz, Tim and Mrs.Stauffer and Charlie Humpal.

Went thru various line items. Few questions asked and answered.
