Board Meeting minutes of May 19, 2019

Chairman Anderson called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI.

Present: Chairman Anderson, Supervisors Karl Hackbarth and Steve Nielsen, Maintenance Kevin Finder and Clerk-Treasurer Val Windsor, townsperson Matt Finder

Motion to approve April minutes as mailed was made by K. Hackbarth, 2nd by S. Nielsen. Approved.

Treasurer’s Report: Balance on hand as of April 1, 2019 $45,378.13

April Receipts $29,711.05

Less April Disbursements $20,561.40

Book balance as of April 30, 2019 $54,527.78

Motion to approve Treasurer’s Report as mailed was made by B. Anderson, 2nd by S. Nielsen. Approved.

Motion to approve Vouchers and Checks was made by K. Hackbarth, 2nd by S. Nielsen. Approved.

Maintenance Report: Had a complaint on a cement truck running on 770th, police were called.

Waste Management have bought out Advanced Disposal, prices will be raised. See Chairman Report

TV prices were raised to get rid of from rolloff day. We currently charge $25.00 per TV and some of the ones we took in we were charged $50.00/TV. It is all dependent on the size of the TV. We will raise our price to $35.00/TV.

On rolloff day we will no longer be accepting silo bag waste as it fills the whole dumpster.

950th Ave has a culvert issue. Ditch is full of water and culvert is plugged. Something will need to be done to help fix this. We will contact someone with a back hoe within the next month. Worst case scenario we will have to remove the culvert.

Chairman Report: Went over Advanced Disposal costs for the past 6 years. We have been operating without a contract for 2017 and 2018. We will be advertising for a new trash service as we have a new contract to sign. Bob went over costs for 2019 as they are raising quite a few. Motion was made to put this bid on the June agenda by B. Anderson, 2nd by K. Hackbarth. Approved.

No Bridge Petition this year.

Received an advertisement for roadside brush cutting. He charges $62.00/hour. He is from Thorp. Kevin will contact him to find out a little more about his business and what kind of equipment he uses and charges.

Ricky Stalker is going to do some logging, he will need to get a logging permit from the county to do this.

County will be doing our Pavement Ratings as they have in the past. It is due in December.

Bob and Karl went to the Dunn Co. towns association meeting. We will need to redo our emergency contingency plan.

Dunn County Hwy is cutting back on their highway maintenance.

UTV/ATV road use within the township. We need to get in contact with Knapp Valley Riders to see what roads they have permitted for use.

No residents contested taxes at Board of Review.

WISDOT meeting dealing with Hwy. 12 bridge in our township. They are working on this.

Supervisors Report: None

Clerk-Treasurer Report: Roll off day brought in $699.00.

The loan for our portion of the fire building has been disbursed, Val will pay this the end of the month. Our Freedom (savings) Account with Bremer has changed to a municipal account. Only change will be that we earn a much higher interest on the balance.

I will be gone the third weekend in June so was wondering if we could have the meeting the week before or after.

June 9th will be the next meeting.

Website is up and running, it looks great.

Committee Reports:

Plan Commission: None

Fire/Ambulance: Ground Breaking ceremony for the new Fire hall was end of April.

When someone needs a burning permit, we need to direct them to call the non-emergency number and also have the resident call the Boyceville Fire Dept and leave a message so they are aware as well. We will need to change that ordinance to reflect the change.

Motion was made to do New Business first so Senn Blacktop can get going by S. Nielsen, 2nd by B. Anderson.

Motion was made to accept Senn Blacktop for both jobs by B. Anderson, 2nd by S. Nielsen. Approved.

Very Rough estimate would be end of June for a start date.
